Does the 2 CPU mean two users or one user but can be used simultaneously in 2 machines (pc or laptop) with running two different courses or even the same course without interfering with each other?
As I work on a project that requires high speed and productivity from me due to the time shortness.

“2 CPUs” means you are assigned a cloud VM running 2 CPUs dedicated to you. Your work will not be affected by other users’ work.
If my teammate uses my user , can we use it simultaneously to study different courses ?
No, you cannot study two different courses on the same account. One account can only open a course or a rosject (not both) at a time.
