Seems there is somethingwron with the basic instalation of ROS in your system. You should check that:

  1. You installed the correct ROS version for your version of ubuntu
  2. You followed the instruction in the ROS wiki instalation guide.

In any case , remember that if you need to develop ROS applications, you have FREE ROSDevelopementStudio where you have everything setup and even you can connect to physical robots remotely.
