I was wondering what to do to open the web shell.
I’m new to programming and don’t know how to or even start making files and programs in construct.

welcome to the course!
If you are new to programming, then you need to start taking the Linux course, not this one. By taking that course you will understand better how to start making programs.
Basically, you write programs by creating files and writing the code in those files. To create the files, you can use the IDE (the part at the center of the screen) and then use the terminals to execute code to see the results of your program. See the image below
