Fair enough, but it is wrong because following a laid-down procedure for writing a program does not necessarily make it procedure-oriented in the programming world.
For instance, the laid-down procedure could be that all programs should be written as classes (object-oriented), and that would mean the opposite of procedure-oriented.
Please note that procedure
in programming is slightly different from procedure
in plain English. Procedure is another name for functions in programming.
