The URDF file is not fully loading, and the TF tree is not being published. In the console, the message 'robot waiting' is displayed.

Yeah, this is a know issue with RVIZ and Gazebo intercation sometimes. Just click the relaunch button in the simulation and it will appear correctly ;). You know it will work because the face will appear in the simulation window.
